I, Noel Eslabra Urmatan was born in Muñoz, Nueva Ecija Philippines , to Jose Cornelio Gaston Urmatan , a farmer and politician, and Remedios Manuel Eslabra , a teacher. I was born a third among six children.
After my graduation from college, I was employed in Bureau of Fire Protection. I met my loving wife and married to Virginia Macaso Cabana and given two lovable daughters, namely: Camille Joyce and Jenbelle Joy.
