Did it seem like I liked you or got along with you? Great. Feel free to add me. Did it seem like I wanted to rip your head off? Yeah, sorry, you're not going to be added and chances are you wouldn't want to add me anyway.
If the answer is No: Don't bloody add me. I will deny you.

2. Have you seen me around?
If the answer is Yes:
Frequently? feel free to add me.
If the answer is No: Don't bother.
Especially if I've never even seen you before.

3. Are you actually going to talk to me?
If the answer is Yes: Add away.
If the answer is No: If you're adding me just for the sake of having everybody imaginable on your Friends list. I do not want you adding me if you are just going to clog up my feed.
