EZ Popups is  popup tool is super flexible, you can create your own template or pick from some of the premade ones. You can have these trigger on just about anything, and if you're using Wordpress these can be inline or used as a widget. The prices start at $47 and comparing to optinmonster its very similar (they do try to upsell you, but the upsells are very interesting).
It works on any website (WordPress, Weebly, SqaureSpace, etc).
It works with just about every email client (mail chimp, aweber,etc)
