With public sector budgets becoming tighter, many are now calling for the consolidation of municipalities as a way to create more efficiencies. While there is no doubut that consolidation would create a near-term increase in efficiency, is our current problem simply a lack of efficiency? Chuck Marohn of Strong Towns argues that lack of innovation, not a need for efficiency, is the greatest challenge we face and that further consolidation will not only stifle innovation but make our systems far more fragile and error-prone.
