No, nothing to do with the law enforcement professionals, the acronym is for "Coalition Of Pre-Columbian Studies". This announces the effort to draw together all the groups and individuals who investigate the evidence of pre-Columbian contact evidence and diffusion theory and to impact both education and political dogma by displaying solidarity for the cause. It is an effort to promote public awareness and to effect political change in the way scientific studies are funded and reviewed.
