Adoption Laws

On November 24th, Al Jazeera aired a documentary on 101 East about a baby-selling racket in Malaysia. After its broadcast, the country was left shock and shaken. The fact that there are adoption laws in the country means that there are legal means to adopt. But what are the gaps in the current law that some people would resort to unlawful means to adopt or give a child up for adoption?
