What’s so funny about this? “Get over it” is one of those newer idiomatic phrases that has been showing up everywhere. Another variation is “Get over yourself” which could also make for a good cartoon. As an idiom it means to accept the reality of a situation, stop feeling sorry for yourself or stop feeling so negative about something. Some people are naturally pessimistic and always expect the worst. These people are real “downers”, they bring people down with their negativity. In other words they make others feel depressed. They are “glass half empty” kind of people. Apparently the steeplechase jockey in the joke is this kind of person. He has no faith that his horse can jump over the obstacle. You might well be wondering, if this is how he feels, what in the world is he doing in a steeplechase race on a horse in which he has no confidence.
