Cynthia Butler brings over 33 plus years of Federal experience concluding with the Equal Employment
Opportunity Commission (EEOC) in the areas of human resources, human capital strategic planning,
employee engagement and career sustainment expertise. Her strategic planning and facilitation expertise
include Special Assistant and internal consultant to the Chair, for Employee Engagement and Innovation.
She previously served in four Cabinet level agencies to include the Departments of the Navy, Justice,
Homeland Security and Education As one of the first Human Capital Strategists (HCS) working on the
Federal Employee Viewpoint Survey (FEVS), Ms. Butler’s vast experience in organizational action
planning and facilitation provided leading practices across government agencies.
Ms. Butler is a Master Crucial Conversations trainer, as well as a certified administrator of the Strength
Deployment Inventory (SDI) Assessment for individuals and intact teams
