“Just say no” is a phrase that I grew up with in the 1980’s. It was coined by Nancy Reagan in her efforts to curb juvenile drug use. She championed the D.A.R.E. program while a crack cocaine epidemic gripped the country. Fast-forward to Holman Correctional Facility, in March of 2016, where 100 inmates rioted…which led to a fire, seizure of a dormitory, and two injured corrections officials. The prisoners rioted because they were fed up with their living conditions. Correctional facilities have been plagued with over-crowding for years now…so how did the 1980’s crack epidemic start the prison over-crowding problem that we experience today- more than 30 years later?
